About This Scheme

A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship (ASPIRE) promotes innovation and entrepreneurship in rural and agro-based industries. It sets up Livelihood Business Incubators (LBIs) and Technology Business Incubators (TBIs) to nurture startups in rural areas, especially for SC/ST and women entrepreneurs.

Institutions/organizations setting up incubation centres; rural entrepreneurs seeking incubation support; startups in agro-based, rural, and traditional industries; priority for SC/ST, women, and PwD entrepreneurs.

• Financial support of up to ₹1 crore per Livelihood Business Incubator
• Up to ₹30 lakh per Technology Business Incubator
• Incubation support for rural startups — mentoring, workspace, market linkage
• Fund of Funds for startups in ASPIRE incubators
• Focus on agro-processing, handicrafts, and rural innovation

Application Process

1. 1Host institutions apply to the Ministry of MSME for setting up LBI/TBI
2. 2Entrepreneurs approach established ASPIRE incubators for support
3. 3Incubator provides mentoring, workspace, and financial support
4. 4Startups develop and commercialize their products/services
